为了迫使欧洲各成员国更加注重环保问题，近日，欧洲议会通过一项修改1994年关于包装回收要求的提议。
修改后的条款要求欧盟15个成员国从2007年1月1日起，旧包装的回收率必须达到65％，且回收垃圾的60％必须用来产生能源。
此外，欧洲议会还提出应该加强对包装垃圾出口的管理，特别是针对印度和中国的出口要进行“控制和监督”，因为“每个国家应该自己清扫自己的卫生”。欧洲议会还建议使用绿色罚款的办法来阻止其成员国用出口垃圾的办法来回避垃圾回收和升值（产生能源）的要求。
